Can You Be Neutral without Good Faith?

It seems to me that in order to be neutral in any sense, someone must first approach a topic with the pre-condition of good faith. Without good faith, is neutrality null? How can it be measured in a subjective or objective sense? Is there some math that could somehow quantify these concepts?


In the mindset as I understand it of XKCD author Randall Munroe, what if neutrality could be measured? What if good faith could be measured? How would those concepts be calculated?


How does a subjective calculation differ from an objective one? How do you (we) define good faith? Is an observational boundary necessary? Can we (should we) setup limitations in a framework modeled after physical relativity to explore these questions?
